CIS Query

Hi All.  I have been approached by a new client to do his bookkeeping.  He has asked if I can process his CIS but I have declined as I have not studied Payroll, and I am assuming CIS comes under the payroll umbrella? 

I phoned ICB twice, and emailed, but received no answer.  I'd just like a definitive yes or no.

You are probably right to decline if you are not sure.

Although you won't study CIS as part of the payroll qualification HMRC do run CIS as part of PAYE. That means you will need to be familiar with PAYE submissions as CIS is included in one of those (the EPS).

My advice would be to achieve the payroll qualification (it can be quite a lucrative add-on service anyway) so you can then confidently offer payroll AND CIS to your clients.

I took the client on, with the understanding that I did not process payroll or CIS - they were perfectly happy with that.  I have looked into studying the Payroll Diploma but I really can't commit the time to it at present.
