Here are the two ways to import PST files into Office 365.
Method 1: Outlook App (For Single Users)

Open Wizard: Click File > Open & Export > Import/Export.
Select File: Choose Import from another program or file > Outlook Data File (.pst).
Browse: Select your PST file.
Target: Choose Import items into the same folder in: and select your Office 365 mailbox.
Finish: Click Finish to sync.

Method 2: Purview Portal (For Admins / Bulk Upload)

Permissions: Assign Mailbox Import Export role in Exchange Admin Center.
Get URL: Go to Microsoft Purview > Import > New Job > Copy SAS URL.
Upload: Use the AzCopy command-line tool to upload files to Azure storage.

Map: Upload a CSV file matching PST names to user emails.
Import: Click Start Import in Purview.
