VAT and services reverse charge

I have a question regarding VAT reverse charge and place of supply.

My client receive commision for sale from company in another country EU country /Czech/ for goods he sells within the UK. General rule for reverse charge is that place of supplies is where customer belongs. They are based in UK, so place of supply should be UK?

The problem is that their supplier wants to charge them Czech VAT, so they are going to pay full price to their Czech supplier /net + Czech VAT/. Is their way of charging them correct?

If yes, how we can get paid VAT back?

Is this kind of invoice still under reverse charge system /as they will pay VAT in another EU country/?
