Perhaps I am being a bit cynical but I agree with you because I think it is a scam. Many councils have business support groups which hold meetings and have a directory you can advertise in, usually for free, providing you live or work in their area.
Also if it is only a PDF directory it is relatively simple and low cost to produce compared to a 20,000 run of real directories so a fake one could have been shown to you.
Are there any businesses in there that you recognise from your local area?
