Help - Small Business Furlough

I have a friend who has been told by her accountant that she is not eligible for furlough.  She is a Ltd company, VAT registered, started her business in Oct 18, therefore has paid her tax & corp tax for the yr 18/19 but only 6 months worth of business.  Her business has continued and is still up and running now.  She has not set up her government gateway, which I have told her to do, therefore cannot presently find out if she is eligeable that way.  I cant see why she wont be eligible, can anybody help?

How does she pay herself personally from the company?  She would need to be paying through PAYE to be eligible
