Sadly, ICB Qualification doesn't mean people won't choose to commit fraud! As that article says, ‘[he] knew the rules but chose to ignore them. He worked in a position of trust and shamelessly stole from our public services.’
Qualifications help with education, but sadly not with the possession of integrity.
