The UK Budget will be delivered on 28 October 2026. Ahead of this, HM Treasury are inviting stakeholders to give their ideas and have suggested themes (policy ideas) that could be considered.
On 31 July 2026, a letter to the Chair of the Treasury Committee and Press Release confirmed that the Chancellor of the Exchequer will deliver his first UK Budget on 28 October 2026.
HM Treasury have invited ‘stakeholders’ to comment on existing policy and / or suggest new policy ideas to be considered. The Treasury suggests the following points should be considered:
- Likely effectiveness and value for money;
- Revenue implications for the Exchequer;
- How it supports growth;
- Wider macroeconomic implications (for example, for economic stability and supporting employment);
- Sectoral impacts;
- Distributional impacts;
- Locational impacts;
- Administrative and compliance costs and issues;
- Legislative and operational requirements; and
- Environmental impact
Submissions can be made via the online portal, which will close at 23:59 on 09 September 2026.
For Bookkeepers
A stakeholder can be from a wide range, including interest groups, individuals and representative bodies. ICB members certainly fall into the category of being a stakeholder.
Take note of the wording in the Executive Summary which says that any suggestion should:
- Explain the policy rationale, costs, benefits and deliverability of proposals;
- Be evidence based; and
- Provide clear arguments on how it contributes to the aims of the UK Budget (which promises to move ‘power and money out of Westminster’
