Ahead of the Chancellor’s UK Budget statement on 26 November 2025, you have an opportunity to submit ideas for things that should or should not be included.

Whilst they can support existing policy, it is also an opportunity to suggest new ideas.  Submissions can be made by interest groups, individuals and representative bodies and, perhaps, this is a responsible way for you to be able to influence UK Government policy. 

Note that the deadline for making submissions is 23;59 on Wednesday, 15 October 2025.

Of course, the opportunity to make a representation is welcome.  ICB would point out that there is no guarantee that it is considered, though.  Yet, if you feel strongly about any area of the tax system or any issue within it, consider this time-limited opportunity to express your views.  

However, it is important your representations explain the policy rationale, costs, benefits and deliverability of proposals. The best comments and proposals will be ones that are evidence-based and provide arguments on how they contribute to the aims of the Budget.  The 03 September 2025 Press Release says the UK Budget 2025 will be about the ‘long-term reforms Britain needs to unlock growth and ensure it works for working people’.

HM Treasury suggests the following points for consideration:

  • Likely effectiveness and value for money;
  • Revenue implications for the Exchequer;
  • How it supports growth;
  • Wider macroeconomic implications (for example, for economic stability and supporting employment);
  • Sectoral impacts;
  • Distributional impacts;
  • Locational impacts;
  • Administrative and compliance costs and issues;
  • Legislative and operational requirements; and
  • Environmental impact

There are three ways in which to make a representation by 23:59 on 15 October 2025: 

1.    Via the online portal;

2.    E-Mail public.enquiries@hmtreasury.gov.uk; or

3.    Post to The Correspondence and Enquiry Unit, HM Treasury,1 Horse Guards Road, London, SW1A 2HQ
