HMRC’s Pension Scheme Newsletter March 2026

HMRC have published their latest newsletter, targeted at administrators of pension schemes, not administrators of payrolls that have pension schemes.

This month’s Newsletter covers the following topics which we highlight in brief:

• UK-Luxembourg Double Taxation Agreement — changes affecting some pension payments – this outlines the new double taxation agreement the United Kingdom and the Grand Ducy of Luxembourg.  This changes how some UK pension payments to people living in Luxembourg are taxed;
• UK resident pension scheme administrators – this section outlines the 06 April 2026 requirement that all scheme administrators of registered pension schemes will be required to be UK resident.  It also outlines what this means for existing non-UK pension scheme administrators;
• Lifetime allowance protection and enhancements – this points to February’s Newsletter which told scheme administrators that protections or enhancements must be viewed using the Managing Pension Schemes Service; and
• Digitalisation of Relief at source – this explains that a new service to digitalise submitting a RAS claim and receiving a payment from HMRC will be introduced in summer 2026
