The NVR was not a mandatory RTI submission and could be used by employers to verify or obtain a National Insurance Number (NINO) once they have sent the first FPS.
The NVR service was:
- Withdrawn at the start of February 2025; although
- The PAYE Manual was only updated at the end of June 2025; but
- It was only spotted at the end of September 2025
Maybe the service was not working correctly, as some members have reported.

If you have submitted an NVR via software and have not received a response, we now have the reason why. The service was decommissioned at the start of February 2025!
ICB would like members to note that a NINO is not a mandatory requirement to work in the United Kingdom and is certainly not a barrier to being paid. However, it is an important piece of RTI matching data with HMRC’s systems and allows them to record Contributions and earnings for the individual. This is important for entitlements such as the State Pension and certain other benefits.
Therefore, members should try and ascertain the NINO as soon as possible, as this is important for both the employer and the employee.
