2021 saw significant changes in the ICB compliance team; after several months of reviewing policies to ensure best practice, we are looking forward to a big compliance drive in 2022

The Office For Professional Body Anti-Money Laundering Supervision (OPBAS) supervises ICB and provides guidance and standards ICB is obliged to follow in regard to the anti-money laundering supervision provided to our members in practice.

All the information needed to ensure you are compliant with the Money Laundering Regulations (MLR) and Professional Conduct Regulations (PCR) can be found on the website:

www.bookkeepers.org.uk/Membership/Ethics--Regulations/Professional-Conduct-Regulations

Please pay particular attention to the AML to-do list as this should be your primary AML go-to document. The To-do list can be downloaded from the Forms and Checklists page of the MLR hub, and here:

During the coming year Mike Jardine, director of compliance, and Lucy Brown FICB, director of professional standards, will be doing a series of AML and PCR educational pieces including emails, webinars, and drop-in sessions. Please look out for details on our social media channels.

Don't panic if your practice is selected for an AML inspection. It is important to be ready for an inspection and to be prepared for it. Take a look at what other members have said about the experience of being inspected:

“I would like to say that it has been most helpful to have the inspection and made me more aware of what is expected of me as a practice. The inspector was extremely understanding and answered any questions that I may have regarding what I needed to do”

''The inspector was very friendly and made the inspection an educational rather than stressful (as we had thought!) experience, thank you''

"The inspector conducted the interview in a very polite and professional manner and made us feel at ease. He answered all our questions and explained the whole procedure clearly. He was very informative and helpful"

Director of Compliance

About

I joined ICB as an AML inspector in 2018 and became Director of AML Compliance in November 2020.

I am an experienced fraud and financial crime investigator specialising in anti-money laundering, corruption and insider threats.   I have spent 39 years investigating serious organised crime with the Police, National Criminal Intelligence Service, National Crime Agency, Europol and Interpol.

After retiring from law enforcement, I worked for Co-Op Bank as a consultant and was instrumental in the establishment of the Global InsiderThreat Investigation Team at Barclays Bank.

I am now using my experience and knowledge to help ICB and its members to be “best in class”.

My role at ICB is multi-faceted:  From running the informative Mike on Mondays on ICBTV, to speaking at Branch Meetings, liaising with various government departments including ICB’s regulator The Office of Professional Body Supervisors (OPBAS) and other professional bodies, to ensuring the team support members and that members understand what is required of them.  My role also includes ensuring ICB meets its obligations under the AML legislation by applying sanctions to members who fail to comply.

Outside of work I have many interests when not busy with my two granddaughters, including photography, motorsport and tracing my family history.

Intelligence and Investigations Officer

About

For the past 28 years, I have worked in Law Enforcement, 24 of which were as a detective in the Cheshire Police. I was one of the force's first accredited Financial Investigators, working alongside the Force Drugs Unit, relieving high-level drug dealers of their ill-gotten gains, travelling across Europe to identify properties, and assisting international police forces in securing Confiscation Orders against criminals in the North West. Latterly I spent 13 years on the Force Major Investigation Team, investigating murders. Since 2018 I have worked as an Investigator for North-West Regional Trading Standards, conducting investigations into fraudulent trading. I joined ICB in May this year looking for a new challenge and hoping to use my experience to help ICB members to become and remain AML compliant.

On a personal note, and in order of importance according to my wife, I am a Grandad to two beautiful boys aged 4 and 2, Dad to two grown-up kids, a long-suffering Everton FC season ticket holder (although unbelievably, to people of a certain age, that used to be quite a happy existence), a hobby farmer, and in what little spare time I have, a husband.

Intelligence and Investigations Officer

About

I have recently started working for ICB on the AML Compliance Team. I work primarily in research and intelligence and the role also involves completing AML Telephone Reviews and AML Compliance Inspections.

I have come into this job having completed 30 years as a police officer. I started my policing career as a naive fresh-faced 19 year old who left home and joined The Metropolitan Police. I worked in London for 15 years and then moved back to my ‘roots’ and served the last 15 years in the Cheshire Constabulary. Early in my career, I qualified as a detective. For 20 years I have worked in a variety of roles investigating serious and organised crime. Latterly I specialised in anti-corruption. After retiring from the Police, I worked for the National Crime Agency as an investigator.

I enjoy spending time with my family and our springer spaniel. Although my children are now young adults, so I find I spend more time with the springer spaniel than with them!

About

I have been an ICB AML Compliance Inspector since June 2020. A former detective officer and an experienced financial investigator of some 23 years, I was involved in the investigation of Money Laundering at a local, national and international level. For the last twelve years (2007-2019) I've been working in the Police Service of Scotland (PSOS) Organised Crime and Counter-Terrorism Unit as a Police Staff Member, looking at all aspects of terrorism finance. Prior to joining the police, I also served as a Bank Officer and qualified as an Associate of the Institute of Bankers in Scotland.

In 1996, I was awarded the Queens Gallantry Medal (QGM) and got to meet the Queen at Buckingham Place. In 2017, I was named as Police Service of Scotland Staff Member of the Year for my efforts in introducing innovative strategies to combat terrorism finance.

In my free time, I enjoy spending time with my grandchildren, alongside my hobbies of baking, woodworking and photography as well as motorcycle touring in the UK and Europe.

About

I have over 35 years of law enforcement experience and I was Detective Inspector in charge of the West Yorkshire Police Economic Crime Unit where I led all the force major fraud and money laundering investigations.

On retiring from the force, I joined the Serious Organised Crime Agency which later became the National Crime Agency where I was part of the management team of the UK Financial Intelligence Unit which manages the UK suspicious activity reporting regime.

On leaving the NCA I formed my own company and moved into AML Compliance consultancy working primarily at the Co-op Bank in Manchester. I was then a member of an EU project team working in Turkey whose aim was to raise the levels of the country's AML legislation and infrastructure to bring it into line with EU and FATF standards.

I was ICB Director of AML Compliance between 2018 and 2021 before stepping down in April 2021 to move into semi-retirement.
