ICB updates learning and qualifications for a changing profession

The role of the bookkeeper is changing. As technology continues to transform the way businesses operate, and AI becomes increasingly embedded in everyday work, bookkeepers need new skills alongside their technical expertise. 

Bookkeepingis about more than processing transactions. It requires professional judgement andthe ability to interpret financial information to helpbusinesses make better decisions. 

To support this evolution, ICB is updating its learning and qualification pathways to prepare bookkeepers for this changing landscape and ensure they have the practical skills, confidence and knowledge needed to thrive. 

Today we release more information on the changes announced at ICB’s Raising the Standard event, including refreshed qualifications for those entering the profession, a simplified assessment structure for aspiring practice owners, expanded opportunities for experienced bookkeepers to specialise, and new learning programmes focused on ai.  

ICB CEO Ami Copeland said: 

“Bookkeepers are at the heart of helping businesses understand their finances and make better decisions. As the profession evolves, it is essential that we continue to provide learning opportunities that reflect the skills businesses need today and in the future. 

“These changes are about more than updating qualifications. They are about recognising the changing role of the bookkeeper and ensuring our members have the confidence, knowledge and support to continue raising standards across the profession.” 

Updating the foundations of bookkeeping 

ICB’s refreshed Level 2 qualification will continue to provide the starting point for people beginning their bookkeeping careers, giving learners the essential knowledge needed to work as an assistant bookkeeper. 

From January 2027, the syllabus will be updated to reflect modern business practice, including refreshed terminology, updated content and greater recognition of Making Tax Digital (MTD) requirements. 

The structure of the qualification will remain unchanged with learners completing three core examinations. The exams will now be proctored to maintain standards. 

Developing professional bookkeepers 

For those progressing towards running their own bookkeeping practice, ICB’s updated Level 3 qualification will place greater emphasis on the skills needed in today’s business environment. 

The refreshed syllabus will include greater focus on: 

  • Practical application of AI 

  • Cyber security awareness 

  • Business ethics 

  • MTD for Income Tax 

  • Professional communication 

The assessment structure will also be simplified, reducing the number of examinations from five to three. 

More specialist opportunities for experienced bookkeepers 

Experienced bookkeepers will have more opportunities to develop specialist skills through an expanded Level 4 pathway, launching from April 2027. 

Alongside a new compulsory unit covering Professional Responsibilities and Ethics, learners will be able to specialise in areas including: 

  • Self-Assessment Tax 

  • Corporation Tax 

  • Advanced VAT 

  • Limited Company Accounts 

  • Management Accounts (Costing) 

  • Management Accounts (Budgeting) 

  • Charity and Third Sector Accounting 

  • Public Sector Accounting 

  • Agriculture 

These new subject areas reflect the growing range of services bookkeepers provide and the increasing role they play in supporting businesses and organisations.

“The updated pathways have been designed with that in mind - building technical expertise while also developing the wider skills modern bookkeepers need, from understanding technology and communicating with clients to applying professional judgement.” 

Supporting bookkeepers in an AI-enabled world 

Alongside the qualification updates, ICB is continuing to develop new learning opportunities to help members adapt to changes in technology. 

The ICB AI Academy has been created to help bookkeepers, accountants and payroll professionals understand how artificial intelligence can be used practically in their work, helping them improve efficiency and deliver greater value to clients. 

The Academy provides a structured learning pathway, from understanding the fundamentals of AI through to applying tools and automation in professional practice. 

Level 1: Ethical and Safe ai for bookkeepers is available now and further levels of the Academy will be introduced throughout 2026 and 2027, supporting members as technology continues to develop. 

Looking ahead 

ICB is also exploring future learning opportunities for experienced professionals, including discussions around postgraduate pathways focused on commercial leadership, operational excellence and strategic advisory skills. 

A new Level 5 qualification is also being developed, focused on senior judgement, governance, leadership and strategic advisory capability. The qualification is designed to support experienced professionals as they move into increasingly strategic roles. 

Proposed areas of study include: 

  • Business insight and advisory communication 

  • Technology oversight 

  • Strategic foresight and leadership 

  • Essential law for practice and advisory work 

The qualification is planned for launch in September 2027. 

From those taking their first steps into bookkeeping to professionals looking to expand their expertise and influence, ICB’s aim is to provide a clear development pathway that supports every stage of a bookkeeper’s career. 

Current learners will be supported through clear transition arrangements, and ICB will provide detailed guidance well ahead of the new syllabuses taking effect.
