The Administrative Burdens Advisory Board (ABAB) is an independent group of small and medium business operators, representatives and advisers who meet regularly with HMRC and report annually to the Financial Secretary to the Treasury.

Their goal is to support HMRC to make the tax system quicker and simpler for small businesses, including those that operate as tax agents, for example bookkeepers. 

There are 5.5 million small businesses (including sole traders, self-employed, micro-business, organisations or agents with fewer than 51 employees) in the UK.  Therefore, there are a significant number of taxpayers within this group.  As part of ABAB’s work and informing their report to HMRC, they produce an annual survey that provides them with insight on the big issues faced by small businesses in the tax system. 

The Tell ABAB 2024 survey has been launched.

For Bookkeepers

ICB recommends you take 10 minutes out of your day to tell ABAB of your concerns so that they can report this to UK Government. Some issues that bookkeepers face that could include:

  • Making Tax Digital
  • Payrolling benefits
  • HMRC’s customer service
  • RTI changes from 2025
